MEET THE TEAM

Steven Sensecall

Steven is an equity Partner at Kemp & Kemp Property Consultants and heads up the firm’s planning team. He is married, to Jo, and has four children.

Steven works for a wide variety of private and public sector clients for whom the firm provides planning consultancy services on a national basis. He appears regularly at planning inquiries, hearings and development plan Examinations in Public as both an advocate and expert witness. Steven is also a frequent speaker on planning matters.

Steven has been with Kemp & Kemp for nearly 30 years and is the firm’s longest serving partner. He achieved a BA (Hons) degree in Planning Studies and a Graduate Diploma in Planning for Urban Conservation and Renewal before joining the firm in 1982. He was elected as a Member of the Royal Town Planning Institute in 1984 and became a partner in 1987.

When Steven finds the time he likes to play golf and is a member at Frilford Heath. He is also a keen cyclist: in 2010 he completed a 10 day trip from Geneva to Rome; and in 2012 is planning to go back to Italy to cycle from Rome to Sicily. Steven plays tennis outdoors every Thursday (whatever the weather), which is then followed by a few pints in the local pub! He played semi-professional football until his mid thirties and maintains a strong interest in a wide variety of sports, especially those in which his children participate. Steven is an avid reader and has a particular interest in military history.

Chris Wilmshurst

Chris is an equity Partner at Kemp & Kemp Property Consultants and is head of the Development team. Chris has specific responsibility for major land sales and acquisitions and the delivery of major strategic sites by way of options, joint ventures, collaborations and promotional agreements. He firmly believes that the way to add value is firstly through the planning process, and secondly through the marketing process.

After an early career in Local Government, Chris was elected a Member of the Royal Institution of Chartered Surveyors in 1983, following which he entered into the private sector, joining Kemp & Kemp in 1991. Since then he has worked on a wide range of projects including the sale of a number of significant housing sites in Oxfordshire and beyond, and dealing with large strategic residential allocations in the County.

When it comes to relaxing there is nothing that Chris enjoys more than a visit to the theatre. Chris has written two plays, both of which were staged in Oxford in 2008 and 2009. There is more to come when time allows. Otherwise, Chris enjoys watching football, cricket and rugby, drinking fine wine and sharing quality time with his wife Julie and his family.

Huw Mellor

Huw is one of four Partners of Kemp & Kemp Property Consultants. He is a Chartered Town Planner providing planning consultancy services to a wide variety of clients in both the private and public sectors throughout the UK. Huw acts for his clients across the full planning range including residential, commercial, retail, leisure, waste and affordable housing. His work takes him to appearing as an expert planning witness at the High Court and at various Public Inquiries; acting as advocate in planning appeals; and providing general planning consultancy advice on numerous, locally based projects and wider, strategic scale developments.

His professional career began in local government planning and saw him rise to a senior level, but for well in excess of the last 10 years he has been practising in the private sector. Huw therefore has a keen understanding of how planning works from both sides of the proverbial fence.

In his spare time, Huw is a keen sportsman, who is constantly trying to defy the advancing years and seeing off his younger opponents on the squash court. He and his wife Claire are season ticket holders at one of the top Premier League teams, Swansea City FC. Along with their daughter, the family take every possible opportunity to travel abroad to new countries. Huw's ambition is to go down in a cage off the coast of South Africa and dive with a great white shark.

Emma Jewson

Emma is one of four Partners and head of Kemp & Kemp Commercial Agency. A varied role, Emma works with a wide range of clients across Oxfordshire and further afield, providing strategic advice, marketing, and letting and acquisition services.

After achieving a BSc in Estate Management in 1988, Emma joined Chesterton where she built up a client base in commercial agency. She then moved on to Carter Jonas as a Senior Surveyor, she was appointed to expand the commercial agency department in Oxford acting for clients including Henmans and Granada. Emma was elected as Associate Member of the Royal Institution of Chartered Surveyors in '92. She had a career break to start a family where after she acted as a property consultant for Jewson Holdings and then joined Kemp & Kemp in 1998.

Away from the office Emma is a busy mother to two teenage sons. In her spare time, Emma, together with husband Paul, indulges her passion for renovation – both property and classic cars – and competing against her sons at tennis doubles. In quieter moments, which are rare, Emma enjoys a good book and gardening.

Nicky Brock

Nicky is part of the planning team as a Senior Planner. With over 12 years experience in her field, all based at Kemp & Kemp, Nicky provides advice on a broad range of planning matters to a wide range of private and public clients across the United Kingdom. She also has extensive experience of the project management of large planning applications.

Nicky joined the firm in 1998 straight from University where she achieved a BA (hons) degree in Planning Studies and a Diploma in Planning. In 2001 she was elected as a Member of the Royal Town Planning Institute.

Nicky is a busy mother of two young sons and she enjoys spending time with them and her husband. She enjoys outdoor pursuits including walking, cycling, playing softball and football, and she is a keen fan of Norwich City Football Club and goes to watch them play as often as possible.

Matthew Jeal

Matthew is one of Kemp & Kemp's three Senior Planners.

He joined Kemp & Kemp in April 2007 after several years experience working for local authorities. As a member of the Royal Town Planning Institute, Matthew advises clients on planning matters ranging from the implementation of major developments to applications for smaller housing and commercial schemes across Oxfordshire and the UK. Specific skills include development control, project management and urban design matters.

Away from the office Matthew enjoys life with his fiancée Alexandra in the south Oxfordshire town of Wallingford. In his spare time he enjoys the national kit car scene, drag racing, sports including football, badminton and golf, travel and his passion for films.

Laura Warden

Laura works in the planning team as a Senior Planner. She joined Kemp & Kemp in June 2006 and advises clients on a wide range of planning projects. Her work includes the strategic promotion of large sites, preparing and coordinating commercial and residential planning applications and appeals of varying scales, and advising clients on the development potential of sites. She obtained a Masters in Urban Planning from Oxford Brookes University in 2005, and became a full member of the Royal Town Planning Institute in 2008.

Laura has built up over 10 years of experience having previously worked for a local authority in Oxfordshire and a large Planning & Environmental Consultancy before joining Kemp & Kemp.

Away from the office Laura's time is mainly filled by spending it with her husband and young son. She enjoys socialising with friends and family, going out for meals and when she has the opportunity, travelling.

Tom Smailes

Tom is part of the Kemp & Kemp planning team. Tom advises clients on planning matters including district-wide strategic issues, promotion of land through Local Development Frameworks, planning applications and appeals ranging from major development to smaller housing and commercial schemes across Oxfordshire and the UK. Specific skills include strategic awareness and all aspects of planning policy.

He joined Kemp & Kemp in December 2007 after several years experience working for local authorities and the Environment Agency.

Away from the office Tom enjoys life with his wife Elizabeth and 2 children, Isabella and Edward. In his spare time he enjoys relaxing on the river fly-fishing, reading and indulging his passion for cooking.

Mark Gill

Mark has recently joined Kemp & Kemp as a Chartered Surveyor in the Valuation and Professional Services Department.

He specialises in valuation, landlord and tenant instructions, lease extensions, rating appeals and provision of strategic advice to a range of clients across Oxfordshire and further afield.

Mark has a BA in Economics and French (2:1) from the University of Leeds and an MSc in Property from the University of Aberdeen. He has been working as a surveyor for 6 years. In 2009 he was elected as a Member of the Royal Institution of Chartered Surveyors and in 2011 became an RICS Registered Valuer.

Away from the office Mark used to be a keen mountain biker, rock climber and hill walker but has recently become a father so now all of his spare time is spent entertaining his infant son!

Alex Smithers

Alex works as a Development Surveyor for the Kemp & Kemp Development and Agency team. Alex advises clients on the best strategies for the acquisition and disposal of development opportunities, both residential and commercial.

Alex joined Kemp & Kemp in the summer of June 2008 having graduated with a degree in Property Development. Since then Alex has been involved in a number of high profile disposals in Oxfordshire, including St Clements Car Park for student housing and Chilton Field Harwell for 275 residential units. As well as being active locally, Alex works further afield and has sold an industrial unit in Rochdale, and dealt with property as far away as the Isle of Arran!

Like so many of the staff at Kemp & Kemp, sport plays a big role in Alex's life. Not afraid to wear his heart on his sleeve, Alex admits to supporting Portsmouth FC and spends many a weekend as a loyal season ticket supporter cheering them on from the sidelines. When it comes to getting actively involved, the golf course beckons and when he gets the opportunity, the ski slopes in European countries where he can also combine his love of travel.

Katherine Jones

Katherine joined Kemp & Kemp LLP in September 2011 as a Graduate Planner/Development Surveyor. Her role includes working with the planning team on planning appeals, applications and representations. She also supports the Development team with property marketing and site disposals.

Katherine holds a BA (Hons) in Geography from Royal Holloway, University of London and an MSc in Development Planning from the University of Reading. During her studies, she undertook work experience with the planning department at Surrey County Council and has also worked in the private sector as a research intern with Indigo Planning.

During her time at Kemp & Kemp, Katherine has so far been involved in various large and small scale development projects and has worked on applications for a range of clients. She is currently working towards completing her RTPI APC.

In her spare time, Katherine's interests include running, tennis and socialising with friends. She has a keen interest in the outdoors and enjoys cycling in the summer months and skiing in the winter.

Andrea Acott

Andrea joined Kemp & Kemp LLP in 2004 and is responsible for the day to day smooth running of the general office.

This is a varied and demanding role, which requires flexibility and a good sense of humour at all times. Andrea's day to day tasks cover all matters relating to the firm's administration, including, accounts, HR, purchasing and IT as well as responsibility for the firm's functions and events.

Andrea has previous experience as a PA to a Managing Director and an Accounts/Office Manager. These roles have provided her with a wide range of office experience and a good solid basis for her busy office management role at Kemp & Kemp LLP.

Away from the office she is the busy mother of a teenager. When she manages to squeeze in some spare time, Andrea enjoys playing squash, trying to keep fit, reading and spending time socialising with family and friends.

Leia Baker

Leia provides all administrative support for Kemp & Kemp Commercial Agency. This is a demanding role requiring a flexible and nimble approach. Leia's duties include agency advertising and marketing, dealing with property enquiries, undertaking viewings, assistant to Partner Emma Jewson and general administration.

A background in Project Management has proved useful, together with experience of working for a housing association and The Carbon Trust; all property-related organisations in some form.

Outside of work Leia is a keen chef and enjoys trying out new recipes on willing family and friends. To keep active, she likes dancing, swimming and skiing if she is able to get away in the winter months. Other interests include music, live comedy (watching, not performing!) and in quieter moments Leia also enjoys settling down with a good crime novel.

Nikki Curtis

Nikki provides secretarial support to the Partners at Kemp & Kemp LLP, as well as providing administrative support to the Planning, Agency, and Development teams and also the Office Manager.

This demanding role requires a flexible approach, an eye for detail and the ability to multi task. Nikki is the first point of contact for all of our clients and so a sunny disposition is vital. Nikki is responsible for co-coordinating the Partner's diaries, producing outgoing correspondence, reports and invoicing as well as ensuring a smooth running office alongside the Office Manager. Nikki's property background has stood her in good stead for this role, with past experience as PA and Secretary to Chairman and MDs.

Recently married, Nikki enjoys spending time at home with her husband and also spends lots of her spare time with her energetic nieces and nephew. Nikki is often found with her head in a good book or in the kitchen producing cakes and biscuits. She also regularly enjoys attending live music events.

Carol Worth

Carol is an Accounts Assistant and Credit Controller for Kemp & Kemp Property Consultants. This is a diverse role; credit control requiring good communication and negotiating skills. Other duties include assisting the Office Manager with control of sales and purchase ledgers, bank account reconciliation, and the provision of management accounting reports.

Carol is a member of the Association of Accounting Technicians and keeps up to date with developments in business accounting. A degree in Science has been useful in providing analytical skills.

In her leisure time Carol enjoys keeping fit and regularly plays badminton and squash. She has two active children, her son plays badminton for the Oxfordshire county squad. Carol also enjoys watching theatre performances and British comedy films.
